The Challenge Most South Pacific nations consist of one or two primary islands, and hundreds of small, outlying islands, sometimes hundreds of kilometers distant. Infrastructure, economy and services are clustered on the primary islands, but the multitude of outlying communities often have none. Diet, education and health suffer as a result. In addition, the geography of reef and lagoons makes access difficult for supply boats. Fuel for them to access supplies from the primary islands is expensive. With the fre q uency and severity of natural disaster such as cyclones becoming more and more prevalent. These island will often be hardest hit and sadly last to see government or foreign aid if at all. Without a dedicated service delivery platform to counter these challenges, formerly thriving and growing communities are now barely surviving. Existing Government resources are limited, and the cost involved in accessing so many islands is prohibitive.
