4 Identication and Functionality During emergencies, instructions given by the Emergency Control Organisation (ECO) personnel shall take precedence over the normal management structure. Authority given to the ECO to act during an emergency must be acknowledged by the facility owners, managers, occupiers and employers as part of emergency planning activities. The purpose of these powers is to ensure that during an emergency situation, life safety takes precedence over asset protection, environmental considerations, production operations and business continuity in accordance with Australian Standard AS 3745- 2010 Planning for emergencies in facilities. OCCUPANTS VISITORS AND CONTRACTORS EMERGENCY CONTROL ORGANISATION (ECO) Assume control and respond immediately to an emergency, determine if an emergency should be declared and which action to implement. Direct occupants during emergencies and provide support to Wardens. Review the effectiveness of the evacuation procedure and plans to identify any necessary improvements. Assume the responsibility normally carried out by the Chief Warden if the Chief Warden is unavailable; otherwise assist the Chief Warden as required. Act as the local leader and coordinate with the Chief Warden andWardens to safeguard life in the event of an emergency. Direct occupants during emergencies and provide support to Wardens. Implement actions necessary to safeguard life. This also involves directing occupants in the event of an emergency. Provide rst aid support and assistance where required. Be familiar with emergency procedures and plans. Follow the instructions given by the ECO in an emergency situation. Participate in evacuation and drills Follow the instructions given by the ECO or staff in an emergency situation. Understand the emergency plan of the building.
